Urban Rural Demarcation Line (URDL)

When Baltimore County began establishing smart growth policies, the Urban Rural Demarcation Line (URDL) was created in 1967 to delineate the area that would be provided water and sewer. This was intended to prevent urban development outside of this line. While there have not been many significant changes to this line since 1967, there have nevertheless been significant developments outside of the URDL. Although done under limitations of lot size, etc. for the underlying "rural" zones, many of these have really created "urban" environments. For example, both the Maryland Department of Planning and the Census Bureau consider much of Kingsville as "urban".
