Further notes:

On Feb 15, 2019, ICFTS MD Solar transferred 130 subscribers to Dogwood Rd Solar and 81 to Old Court Rd Solar. Testimony on Mar 8, 2019 was that ICFTS is wholly owned by Summit Ridge (Energy), LLC. All of these LLCs share the same address and are registered (with PSC) as Subscriber Organizations.
Although some of the projects are listed as "Turning Point Energy, LLC", this is not registered in Maryland. What is registered is "TPE Maryland Solar Land Holdings, LLC"
Forefront Power, LLC was formed on 1/24/2017 and forfeited 11/19/2018, which continues in spite of their designation of a new Resident Agent on 12/4/2018. There is also a Forefront Power Development, LLC, formed 1/11/2017 and still active, but any association is unknown.
Power Factor, LLC lists their address as 342 Essex Ave and Resident agent as George Lang IV at the same address. This is a residential property, owned by George Lang, not what one would expect for the main office of a company planning such a project.
Meade Communities, LLC was initially created in 2001, long before solar came along. After several forfeitures, it was re-registered in 2008 for "real estate management". Their principal address is listed as 4462 Leonard Wood Ave, Fort Meade (which does not exist), but current mailing address as 1209 N Orange St, Wilmington, DE, which is simply The Corporation Trust Company, the resident agent (which also has a MD address). A PAI list from Nov 2017 claimed that these two are not subject to the limit of 10 per district since they were filed before the Oct 18, 2016 retroactive date of Bill 37-17. This is demonstrably false.
